Reviewing Your Health Insurance

Research suggests that once people have set up their health insurance, they?re unlikely to change it. But with the changes in the health insurance rebate, a lot of people are considering their policies and whether they should downsize in order to save money. It?s not a bad thing, to be given a reminder to have a look at our health insurance. After all, we should be reviewing all our policies and what better time to do it than at the changeover of the financial year. Experts are concerned, however, that the desire to lower health insurance coverage will mean people settle on policies that are full of exclusions and end up financially out-of-pocket. Here are some health checks to make on your current (or considered) health insurance policy, drawn from an article on Sydney Morning Herald and the Federal Government private health insurance website.

Hospital Cover

It?s essential, when shopping or updating health insurance, to understand what is covered with the plan. It might be called hospital cover, but does it include all kinds of operations (a premium product) or just some basic ones, like getting your tonsils removed? It might not seem like a huge problem now if you?re not covered for obstetrics, but can you really say with certainty that you won?t be having a child anytime in the next couple of years?

Ambulance Rides

Another way people can get kicked in the teeth when it comes to health insurance is the cost of the ambulance ride. It isn?t necessarily covered in your policy, and can be painfully expensive if you aren?t covered. The worst case scenario is that an emergency occurs and you hesitate calling the ambulance because of the cost. It?s not something I?m willing to risk.

Other Essentials In Cover

The article in the Herald suggests that one of the major problems they?re seeing is that young, healthy people are buying basic level cover that doesn?t actually help them with any health concerns. No matter how fit you are, wisdom teeth removal, replacement surgery (especially if you play any kind of sport) and psychiatric care are crucial in your cover. And while you might think you?ve got years to prepare for a cancer or heart scare, if it?s in the family, experts suggest getting coverage.

Lifetime Health Cover

A new factor in the whole debate is the lifetime health cover initiative from the Government. Basically, for every person over 30, you are expected to have taken out health insurance. For every year after your 30th birthday that you remain uninsured, there will be a 2% loading on top of the actual cost every time you end up in hospital. And that?s a 2% loading for every year from your 31st onwards. So, if you haven?t taken out health insurance, end up in hospital and you?re 40, you?re looking at an extra 20% loading. In other words, ?optional? health insurance comes with a financial penalty if you don?t insure yourself.

Rebate

There is also the private health insurance rebate, to mitigate the cost of insurance. It?s a tiered system, based on household set-up and income. You can find a complete table at the Australian government?s private health insurance website, but should be looking at a rebate of 30% for singles earning below $84,000 or families earning below $168,000.

A genetic study of thousands of specimens of sharks and rays has uncovered scores of potential new species and is fuelling biologists? debates over the organisation of the family tree of these animals. The work also raises the possibility that some species are even more endangered than previously thought.

Sharks and rays are key predators in marine ecosystems, but the life cycles and population numbers of many species remain poorly understood. The family tree of these animals ? which are part of the elasmobranch subclass ? has proved similarly opaque, with little agreement among researchers over their evolutionary relationships.

Gavin Naylor, a biologist at the College of Charleston in South Carolina, and his colleagues sequenced samples from 4,283 specimens of sharks and rays as part of a major effort to fill the gaps. The team found 574 species, of which 79 are potentially new, they report in the Bulletin of the American Museum of Natural History.

Naylor says that he was ?flabbergasted? by the result, especially because the sequencing covered only around half of the roughly 1,200 species thought to exist worldwide.

The huge number of new species found raises immediate conservation concerns ? the reason that some of these purported new species have gone undetected is probably their close resemblance to already-identified species. The populations of such species may, therefore, be even smaller than estimated, as what was thought to be one population may instead be several smaller populations of separate species.

For example, Naylor?s work suggests that the endangered scalloped hammerhead (Sphyrna lewini) is actually two separate species. ?Scalloped hammerheads in general have taken a huge hit, so it may be even worse than has been documented if there?s more than one species out there,? he says.

Naylor is now working on a project with the US National Science Foundation to catalogue the diversity of sharks and rays and is working to assist the International Union for Conservation of Nature to map which species are where in the world.

?This will have an impact on what is considered endangered and the fragility of different organisms,? he says. ?These are sentinel species of all sorts of other organisms in the sea which are probably undergoing similar or worse kinds of impacts.?

Circling the answer
One of Naylor?s collaborators, William White, an ichthyologist at the Australian Commonwealth Scientific and Industrial Research Organisation in Hobart, says that their work also highlights some of the problems with the use of genetic information in zoology.

The increasing use of molecular techniques provides a new means to scrutinize the relationship between sharks and rays, he says. But it also shows that some of the existing ideas about their relationships are problematic. ?Part of the problem is some researchers mining data blindly without a good understanding of where that data has come from in the first place and presuming the names are correct which in many cases they are not.?

White and Naylor stress that molecular techniques are only of one many available tools and should be combined with conventional taxonomic work.

Ximena V?lez-Zuazo is a biologist at the University of Puerto Rico in San Juan and the lead author of a 2011 paper2 that Naylor says suffers from some of the flaws that stem from relying solely on molecular information. Though she strongly defends her group's work, she agrees that shark phylogeny is still a work in progress.

One day in early 1995 a man named bob massie walked into my office at the outpatient clinic of Massachusetts General Hospital in Boston. Massie told me he had been infected with HIV?the virus that causes AIDS?for 16 years and yet had never shown any symptoms. My physical examination confirmed he was healthy, in stark contrast to all other patients I saw that day. At that time, a new combination of drugs was being tested that would eventually slow the progressive decline in immune function that HIV caused. In 1995, however, most people who had been infected with HIV for a decade or more had already progressed to AIDS?the stage marked by the inability to fight off other pathogens. The young man standing before me had never taken anti-HIV medication and strongly believed that if I learned the secret to his good fortune, the information could help others to survive what was then generally thought to be a uniformly fatal disease.

Massie was born with hemophilia, a blood-clotting disorder. In those days, nearly all hemophiliacs were HIV-positive because they were infused repeatedly with blood products agglomerated from thousands of donors?none of whom were screened for HIV until the mid- to late 1980s. (Today hemophiliacs receive artificial clotting factors, which pose no risk of HIV contamination.) Some of Massie's blood samples that had been stored for a study revealed that he had contracted HIV in 1978. Yet every test I conducted on him or his stored samples showed that the amount of virus in his blood was vanishingly small and that his immune responses seemed as strong as ever.

US and South Korean troops target-practice with North Korean flag in live-fire drill

A North Korean flag has been used for target practice by the South Korean and American troops in the largest live-fire exercise conducted since the Korean War.

The one-day drill at Poncheon near the North Korean border, which involved 2000 troops along with jet fighters, tanks and Apache attack helicopters, were intended to demonstrate US and South Korean combat's readiness, sending a clear warning to North Korea against signs of aggression.

According to the Telegraph, the drills, even as the rockets actually did not actually hit the flag, were seen as a provocation by Pyongyang.

A North Korean government official said the drills threatened to bring "a new cloud of war to the region", while the Korean Central News Agency warned that even a small clash could lead to a "full-scale regional nuclear war".

However, Koh Yu-hwan, a North Korean professor at Seoul's Dongguk University said that even a direct hit on the flag would probably only result in escalated North Korean threats because Pyongyang's struggling economy prevents it from staging any attack.

South Korean Navy Brigadier General Park Seong-Bae warned against any aggression from the North Korean military.

"We will immediately retaliate against any attacks from North Korea and finish the enemy off on the spot," he said. (ANI)

Ex-Penn State assistant coach Sandusky convicted of abuse

Sandusky, a 68-year-old retired defensive coach who was once Paterno's heir apparent, was found guilty of 45 of 48 counts.

Sandusky showed little emotion as the verdict was read. The judge ordered him to be taken to the county jail to await sentencing in about three months. He faces the possibility of life in prison.

The judge revoked Sandusky's bail and ordered him jailed. In court, Sandusky half-waved toward family as the sheriff led him away. Outside, he calmly walked to a sheriff's car with his hands cuffed in front of him.

As he was placed in the car, someone yelled at him to "rot in hell." Others hurled insults and he shook his head no in response.

The accuser known in court papers as Victim 6 broke down in tears upon hearing the verdicts in the courtroom. Afterward, a prosecutor embraced him and said, "Did I ever lie to you?"

The man, now 25, testified that Sandusky called himself the "tickle monster" in a shower assault. He declined to comment to a reporter afterward.

His mother said: "Nobody wins. We've all lost."

Almost immediately after the judge adjourned, loud cheers could be heard from a couple hundred people gathered outside the courthouse as word quickly spread that Sandusky had been convicted. The group included victim advocates and local residents with their kids. Many held up their smartphones to take pictures as people filtered out of the building.

Eight young men testified in a central Pennsylvania courtroom about a range of abuse, from kissing and massages to groping, oral sex and anal rape. For two other alleged victims, prosecutors relied on testimony from a university janitor and then-graduate assistant Mike McQueary, whose account of a sexual encounter between Sandusky and a boy of about 10 ultimately led to the Paterno's dismissal and the university president's ouster.

Sandusky did not take the stand in his own defense.

After the verdict was announced, defense attorney Karl Rominger said it was "a tough case" with a lot of charges and that an appeal was certain. He said the defense team "didn't exactly have a lot of time to prepare."

The ex-coach had repeatedly denied the allegations, and his defense suggested that his accusers had a financial motive to make up stories, years after the fact. His attorney also painted Sandusky as the victim of overzealous police investigators who coached the alleged victims into giving accusatory statements.

But jurors believed the testimony that, in the words of lead prosecutor Joseph McGettigan III, Sandusky was a "predatory pedophile."

One accuser testified that Sandusky molested him in the locker-room showers and in hotels while trying to ensure his silence with gifts and trips to bowl games. He also said Sandusky had sent him "creepy love letters."

Another spoke of forced oral sex and instances of rape in the basement of Sandusky's home, including abuse that left him bleeding. He said he once tried to scream for help, knowing that Sandusky's wife was upstairs, but figured the basement must be soundproof.

Another, a foster child, said Sandusky warned that he would never see his family again if he ever told anyone what happened.

And just hours after the case went to jurors, lawyers for one of Sandusky's six adopted children, Matt, said he had told authorities that his father abused him.

Matt Sandusky had been prepared to testify on behalf of prosecutors, the statement said. The lawyers said they arranged for Matt Sandusky to meet with law enforcement officials but did not explain why he didn't testify.

"This has been an extremely painful experience for Matt and he has asked us to convey his request that the media respect his privacy," the statement said. It didn't go into details about his allegations.

Defense witnesses, including Jerry Sandusky's wife, Dottie, described his philanthropic work with children over the years, and many spoke in positive terms about his reputation in the community. Prosecutors had portrayed those efforts as an effective means by which Sandusky could camouflage his molestation as he targeted boys who were the same age as participants in The Second Mile, a charity he founded in the 1970s for at-risk youth.

Sandusky's arrest in November led the Penn State trustees to fire Paterno as head coach, saying he exhibited a lack of leadership after fielding a report from McQueary. The scandal also led to the ouster of university president Graham Spanier, and criminal charges against two university administrators for failing to properly report suspected child abuse and perjury.

The two administrators, athletic director Tim Curley and now-retired vice president Gary Schultz, are fighting the allegations and await trial.

Sandusky had initially faced 52 counts of sex abuse. The judge dropped four counts during the trial, saying two were unproven, one was brought under a statute that didn't apply and another was duplicative.

Baghdad market bombs kill 14, wound more than 100

(AP) ? Two bombs exploded in an open-air market in Baghdad on Friday, killing at least 14 people in the latest round of spiraling violence six months after the last U.S. troops withdrew from Iraq.

More than 160 people have died this month in attacks mostly attributed to Sunni insurgents linked to al-Qaida. They are targeting security forces and Shiite civilians in an attempt to weaken Iraq's fragile government, which is mired in deadlock and struggling to provide security and even basic services like electricity.

Friday's explosions, timed within minutes of each other, came at midmorning in the mostly Shiite neighborhood of Husseiniyah in northeast Baghdad. No one claimed responsibility.

Mohammed Hussein al-Jizani said he was haggling with customers in his shoe store next to the market when he heard a loud blast and ran outside.

"Three minutes later, there was a second explosion as people and policemen were rushing to the site of the first bomb," al-Jizani said. "The evil insurgents chose the best time to attack, because the market is usually busy on Fridays with young people gathering to sell and buy birds."

The blasts killed at least 14 people and wounded 106, a medical official said. He spoke on condition of anonymity because he was not authorized to release the information.

The death toll for the month of June is the second highest so far in 2012, rivaled only by January, when 198 Iraqis were killed in a series of blasts widely seen as al-Qaida's attempts to shock the country immediately after the last American troops withdrew in December.

The absence of international forces combined with the government divisions and weak Iraqi security have emboldened the militants, said Stephanie Sanok, an analyst at the Center for Strategic and International Studies who formerly worked at the U.S. Embassy in Baghdad on governance issues.

"The insurgents are now more complacent in the knowledge that international forces are not going to come riding back in," she said.

Also Friday, a bomb exploded in a car parked near the entrance of the Shiite al-Askari shrine in the city of Samarra, 60 miles (100 kilometers) north of Baghdad, killing one pilgrim and wounding 13 other people, officials said.

The shrine was the site of a huge explosion in February 2006 that sheared off its golden dome and ignited fierce sectarian fighting between Sunnis and Shiites across Iraq.

Officials and experts fear the surge in violence may signal Iraq's potential descent into a failed state, despite its oil wealth, billions of dollars in foreign aid and years of security assistance from U.S. troops. While violence is nowhere as widespread as it was just five years ago, when multiple sectarian killings threatened to push the country into civil war, deadly bombings and shootings still happen nearly every day.

The political crisis that has gripped Iraq since the day after U.S. troops left in December has also heightened sectarian tensions and potentially fueled some of the attacks.

"Insurgents are taking advantage of these fissures in order to influence not only the government but also public opinion of where the power actually lies within Iraq," Sanook said.

In the latest political standoff, parliament speaker Osama al-Nujaifi, leader of the Sunni-dominated Iraqiya political coalition, criticized the Shiite-led government for tearing down blast walls protecting the legislature. Al-Nujaifi said he would not send parliament employees back to work until the walls were put back up. That could happen as soon as Saturday.

Al-Nujaifi also said there were enough votes in parliament to oust Prime Minister Nouri al-Maliki, a Shiite, from power ? even though Iraq's president, a Kurd, has predicted the effort would fall short. Al-Maliki's critics accuse him of sidelining his political opponents and refusing to share authority.

Baghdad operations command spokesman Col. Dhia al-Wakil said Friday that recent attacks shouldn't be taken as a sign of security forces' failure.

"During the past days, the insurgents have mainly attacked soft targets such as pilgrims and markets because they cannot confront the Iraqi security forces," he said.

However, another police official acknowledged that most of Iraqi police and army members are not qualified to deal with the security challenges and they lack training and equipment. He spoke under condition of anonymity because he was not authorized to comment to reporters.

"Once again, innocent people are paying the price for the incompetence of our security forces," shoe seller al-Jizani lamented.

James, Heat on brink of a title

MIAMI (AP) ? The only thing that can stop LeBron James' championship coronation is another Thunder comeback.

LeBron is on LeBrink, a victory from winning his first NBA title. Appearing relaxed Wednesday, he said he has recovered well from the cramping issues that knocked him out of Game 4.

He apologized for his performance in last year's NBA Finals and what he called his immaturity toward fans and media afterward. He appears completely different now, more comfortable on and off the court and seeming to have figured out everything it takes to become a champion.

He's almost there, but won't think about it until his Miami Heat have picked up one more victory.

"As crazy as it sounds, I haven't got caught up in it," James said. "I won't get caught up in it because I'm not going to let, you know ? the human nature is to automatically think about after we win it, what are we going to do. I'm not there. I won't get there until those zeros hit and I see that we won.

"I'm the leader of this team, and I'm not comfortable right now. I'm comfortable in my game, but I'm not going to be comfortable until we seal this thing."

The Heat have three cracks at it, starting with Game 5 on Thursday on their home floor. No team has overcome a 3-1 deficit in the finals, but the Thunder already wiped out one big hole just one round ago in the Western Conference finals.

"I've been down 0-2 against San Antonio and everybody said it was over then, and we won," Kevin Durant said. "But it's over with. That's old. It's a new series. We've got to be ready to come out here and try to get this Game 5 tomorrow. We'll see what happens. We're not going to give up. We're going to keep fighting to the end and hopefully we can take this thing back to the crib."

The series was hyped as a James-Durant matchup, the league's MVP against its runner-up and scoring champion, the winner earning the right to be called best player in the game. They are fairly even in the box score but James is far ahead in the only place that matters to them: the scoreboard.

And somewhat surprisingly, he's gotten more help from supporting players, from Shane Battier's 17 points in Game 2 to Mario Chalmers' 25 points in Game 4, including a huge basket after James was forced from the game for good. "This team, I think we understand that the moment is the biggest thing," Wade said. "We're excited about the possibility of playing better, doing things better defensively, but also offensively. We don't feel like we've played our best game yet, and we feel that's still to come."

Oklahoma City's losses in the last three games were by four, six and six points. A play here, a bounce there, this series might look a whole lot different. And that's why the Western Conference champions are conceding nothing, especially since things seemed pretty bleak when they were behind 2-0 against a San Antonio team that had won 20 in a row. They went on to become the 15th NBA team to come back from that deficit.

"You know, this group of guys never give up, regardless of what happens," said Russell Westbrook, who scored 43 points in Game 4. "We've been through many different situations throughout this playoffs. Just another task for us. We've just got to be ready to play for the next game."

So will James.

He was his usual self in practice Wednesday, laughing with teammates while shooting a few free throws, looking at ease. And most important to Miami, he was moving without too much pain.

James had to be carried off the court in the fourth quarter of Game 4, unable to walk to the bench. A lot of fluids and rest later, some of the bounce was back in his step on Wednesday.

"I feel a lot better than I did last night. That's clear," James said. "I'm still a little (sore) because of the muscles just kind of being at an intense level, very tight. I'm still sore. I was able to get some treatment last night. I was able to get some treatment this morning. ... And also with the game being basically at midnight tomorrow night, I have all day tomorrow, too, to prepare. I should be fine by tomorrow night."

It's a 9 p.m. tipoff, actually, but the point is made.

By Thursday night, James will be ready for the championship stage. And so will his team. What started on Christmas Day in Dallas, watching the Mavericks hoist the banner that will forever commemorate their championship celebration on Miami's home floor last year, could end as the perfect turnaround story for the Heat.

Or, it could be the start of another Thunder turnaround. A victory would force a Game 6 back in Oklahoma City, where they are 9-1 this postseason. That celebration that James wouldn't consider Wednesday would become no sure thing if the Heat have to try to win it on the road.

"Game 5 is a Game 7 for us, you know, and it's a must-win for them," James said. "But it's a must win for us, too, and as a leader of this team, I'll approach it that way, and hopefully I won't have to be dealing with cramps tomorrow night."

Consumer bureau discloses credit-card complaints - eShareholder

(Reuters) - Consumers shopping for a credit card can see for the first time, starting on Tuesday, how many complaints issuers have received before picking their plastic.

The U.S. Consumer Financial Protection Bureau unveiled a complaint database on its web site in one of the agency's more high-profile moves since it was created under the Dodd-Frank financial reform act.

While the initial release of figures was limited, covering less than a month, it created a ranking among credit card issuers that could leave some uncomfortable. Capital One Financial Corp (COF) tallied the most complaints since June 1.

The decision to disclose complaints drew fire from financial industry groups, which said the law does not authorize the agency to release the data publicly, that it is not verified and that complaint rates by zip code are trade secrets that should be kept private.

The CFPB disagreed, saying the law authorized the disclosures and, while it does not verify each complaint, it does check whether the consumer has a relationship with the institution.

"Consumers can look at this data and can fairly draw the conclusion that if they engage in a financial relationship with the company this is what they can expect," said Scott Pluta, acting assistant director of the Office of Consumer Response of the CFPB, which only opened its doors in July 2011.

The database, available at consumerfinance.gov, is small, showing only 137 complaints collected since June 1. But over the next year, that number is likely to grow substantially.

The agency actually began collecting complaints nearly a year ago and has received more than 16,800 of them. It plans to expand the database to include these complaints in coming months and to add complaints about mortgages and other financial services, Pluta said. The earlier data contained different fields and so was not directly comparable to the data collected since June 1.

The data released on Tuesday shows Capital One received the most complaints, 33, followed by Citigroup Inc (NYS:C) with 27, JPMorgan Chase & Co (JPM) with 24 and Bank of America Corp (BAC) with 15.

Capital One topped the list despite being fifth in purchase volumes in 2011, according to rankings compiled by The Nilson Report, an industry publication. American Express Co (AXP), which had only six complaints, had the largest market share with 25 percent, followed by JPMorgan, Bank of America and Citigroup.

"We always welcome customer feedback - good and bad - as we're always focused on continuous improvement and providing a great customer experience," said Capital One spokeswoman Tatiana Stead.

A Bank of America spokeswoman said the bank's objective is to work with customers to resolve any issues they have, and Citigroup said it has been actively responding to all customer complaints, including those fielded by the CFPB. JPMorgan declined to comment.

Kenneth Clayton, the American Bankers Association's executive vice president of legislative affairs and chief counsel, said the banking industry is ready to work with the CFPB to resolve consumer complaints but called the release of the database disappointing and potentially misleading to consumers.

"Publicizing allegations that may or may not have any basis in fact raises serious questions about the balanced review we expect from our government agencies," he said in a statement.

Consumers Union, the policy and advocacy division of Consumer Reports, praised the CFPB's decision to make the database public and said it supported expanding the database to include complaints about other financial products.

"Making credit card complaints public will put added pressure on banks to avoid unfair practices and help consumers make more informed financial decisions," said Pamela Banks, senior policy counsel for Consumers Union, in a statement.

The credit card companies are required to respond within 15 days and to close the complaint with an action in 60 days, Pluta said. Banks that don't respond in time are tagged in the database. So far, only one of the 137 complaints had not received a timely response. It involved Bank of America and a request to close or cancel an account.

Pluta said the agency takes steps to stop people from gaming the system. Entries must be complete and must involve a bank the bureau supervises. If the complaint is a duplicate, the agency merges it with the original. And the agency verifies that the complainant has a relationship with the bank in question, although it can't verify the merits of the complaint. Also, the form takes time to fill out and consumers must attest that the information is true.

The agency is open to working with banks to improve controls to avoid manipulation.

"So far, we've been open 11 months and there are no suspected cases of widespread manipulation," Pluta said.
